{"id":161067,"date":"2024-03-21T20:36:50","date_gmt":"2024-03-21T20:36:50","guid":{"rendered":"https:\/\/tecscience.tec.mx\/en\/?p=161067"},"modified":"2024-03-23T02:02:51","modified_gmt":"2024-03-23T02:02:51","slug":"equitable-city","status":"publish","type":"post","link":"https:\/\/tecscience.tec.mx\/en\/human-social\/equitable-city\/","title":{"rendered":"How to Plan (and Build) an Equitable City"},"content":{"rendered":"\n<p>Planning an <strong>equitable city<\/strong> that includes people of all ages, genders, abilities, socioeconomic statuses, and beliefs is increasingly important globally; however, achieving this is a challenge that involves several factors that are not always considered in <strong>urban planning<\/strong>.<\/p>\n\n\n\n<p>How we experience the cities we inhabit can be completely different depending on who we are. Therefore, creating equitable urban centers is essential given that there is a <strong>relationship between the place where we live and our health<\/strong>, both mental and physical.<\/p>\n\n\n\n<p>\u201cSometimes, <strong>injustices<\/strong> can almost seem <strong>invisible if we don&#8217;t experience them<\/strong>,\u201d says <a href=\"https:\/\/research.tec.mx\/vivo-tec\/display\/PID_484932\" target=\"_blank\" rel=\"noreferrer noopener\">Ryan Anders Whitney<\/a>, research professor at the <a href=\"\/en\/tag\/school-of-architecture-art-and-design\/\" target=\"_blank\" rel=\"noreferrer noopener\">School of Architecture, Art and Design<\/a> (EAAD) at Tec de Monterrey, in an interview with <strong><em>TecScience<\/em><\/strong>.<\/p>\n\n\n\n<p>These <strong>inequalities<\/strong> can be observed in mobility, safety, affordability, access to water, energy, green spaces, and healthy food.<\/p>\n\n\n\n<p>Historically, poor and marginalized areas have experienced more deficiencies around the world. In Mexico City, for example, the areas with the most access to <strong>green spaces<\/strong> tend <strong>to be wealthier<\/strong>.<\/p>\n\n\n\n<p>To build <strong>equitable cities<\/strong>, architects and urban planners have questioned what <strong>factors<\/strong> need to be considered, finding that listening to the voices of those who experience these inequalities is key.<\/p>\n\n\n\n<p>From time to time, you may have <strong>public policies<\/strong> about the importance of creating equitable, healthy and livable cities, but these are <strong>not always translated into actions<\/strong>.<\/p>\n\n\n\n<p>\u201cWhen we actually go out into the city, we (the citizens) experience an extreme <strong>disconnect <\/strong>between what these <strong>policies <\/strong>say and the <strong>reality<\/strong> of how equitable our cities are,\u201d says Whitney.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><picture>\r\n                <source srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/1.webp\" type=\"image\/webp\">\r\n                <img fetchpriority=\"high\" decoding=\"async\" width=\"750\" height=\"500\" src=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/1.jpg\" alt=\"\" class=\"wp-image-161071\" srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/1.jpg 750w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/1-300x200.jpg 300w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/>\r\n            <\/picture><figcaption class=\"wp-element-caption\">\u201cWhen more people are talking about these issues, they&#8217;re harder to ignore,\u201d says Ryan Anders Whitney, research professor at the School of Architecture, Art and Design of Tec de Monterrey. (Photo: Tec de Monterrey)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-can-we-plan-and-build-an-equitable-city\"><strong>How Can We Plan and Build an Equitable City?<\/strong><\/h2>\n\n\n\n<p>Although there is no perfect formula, according to the researcher there are three major aspects that need to be covered to achieve success when planning and building equitable cities: indicators, long-term government commitment, and <strong>citizen participation<\/strong>.<\/p>\n\n\n\n<p>Starting from the obvious \u2013that we need public policies, social programs and ideas that move towards that goal\u2013 there must be<strong> indicators<\/strong> to <strong>measure<\/strong> their results and <strong>monitor<\/strong> whether they are working or not.<\/p>\n\n\n\n<p>\u201cWe need to have <strong>transparent<\/strong> <strong>data<\/strong>, both quantitative and qualitative, to measure progress,\u201d says Whitney. This also makes it easier for society to demand accountability from authorities.<\/p>\n\n\n\n<p>The government&#8217;s <strong>long-term commitment<\/strong> to equity in cities is also essential. In Mexico, as in many other countries, when the current administration changes, many programs focused on reducing inequalities become unfunded or are abandoned.<\/p>\n\n\n\n<p>For this reason, <strong>long-term projects<\/strong> that are strategically connected with others and have <strong>political continuity<\/strong> -and remain independent of who is in charge-must be carried out.<\/p>\n\n\n\n<p>The third aspect, and one of the most important ones, is people&#8217;s participation: \u201cWe need to have collective citizen voices demanding these changes and that continue to be loud over the long term,\u201d says Whitney.<\/p>\n\n\n\n<p>Fortunately, nowadays, there are more conversations about the importance of creating equitable cities, both in academic circles and in society at large. An example is the active discussion surrounding the gentrification that Mexico City is experiencing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-best-practices-are-not-always-helpful-for-communities\"><strong>Best Practices Are Not Always Helpful For Communities<\/strong><\/h2>\n\n\n\n<p>For architects and urban planners to truly help create <strong>equitable cities<\/strong>, it is important that projects are contextualized to the <strong>local community<\/strong>.<\/p>\n\n\n\n<p>In 2022, the expert published <a href=\"https:\/\/repositorio.tec.mx\/handle\/11285\/650835\" target=\"_blank\" rel=\"noreferrer noopener\">an article<\/a> in which he seeks to discuss and visibilize the dynamics that usually occur when conceptualizing an urban development project, using Mexico City as an example.<\/p>\n\n\n\n<p>Sometimes, techniques or methodologies \u2013known as <strong>best practices<\/strong>\u2013 that are the result of an international consensus and are linked to global discourses are used, but they do not necessarily reflect the <strong>needs of the communities<\/strong>.<\/p>\n\n\n\n<p>Furthermore, ideas about what cities should be like can be influenced by the social position, education level, academic networks, and privileges of project proponents: \u201cIn that process [of using best practices] we often lose a lot of the connection with people who are actually in need of something specific from their city,\u201d says Anders.<\/p>\n\n\n\n<p>An example of this is the case of La Ara\u00f1a, a neighborhood in Mexico City that is located between steep ravines and where escalators were installed a few years ago to help people move between them.<\/p>\n\n\n\n<p>This idea was based on the <a href=\"https:\/\/bibliotecadigital.udea.edu.co\/handle\/10495\/19426\" target=\"_blank\" rel=\"noreferrer noopener\">successful case<\/a> of Comuna Trece in Medell\u00edn, Colombia, where this type of stairs were installed, improving citizen mobility. However, when it was implemented in this Mexican community, locals didn&#8217;t use them at all.<\/p>\n\n\n\n<p>\u201c[The stairs] were implemented in a way that was completely disconnected from the reality of what people need, but it was symbolically important [to the government] because it represented social urbanism,\u201d Whitney says.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><picture>\r\n                <source srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/2-1.webp\" type=\"image\/webp\">\r\n                <img decoding=\"async\" width=\"750\" height=\"500\" src=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/2-1.jpg\" alt=\"\" class=\"wp-image-161072\" srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/2-1.jpg 750w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2024\/03\/2-1-300x200.jpg 300w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/>\r\n            <\/picture><figcaption class=\"wp-element-caption\">Ryan Anders Whitney in the classroom. (Photo: Ana Paula Apodaca Jim\u00e9nez)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-to-close-the-gap-between-best-practices-and-reality\">How to Close the Gap Between &#8216;Best Practices&#8217; and Reality?<\/h2>\n\n\n\n<p>To avoid this disconnection between an idea and reality, Whitney proposes <strong>including local voices<\/strong> in project conceptualization and incorporating <strong>quantitative and qualitative data<\/strong> to justify citizen needs.<\/p>\n\n\n\n<p>This could be done by interviewing locals to find out what they are missing, creating <strong>diverse advisory boards<\/strong> that represent different groups&#8217; interests, and building <strong>long-term relationships<\/strong> between planners and communities.<\/p>\n\n\n\n<p>An example of what this could look like is <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/01944363.2023.2240794\" target=\"_blank\" rel=\"noreferrer noopener\">a project<\/a> developed by Whitney and Trudy Ledsham to create cycling infrastructure in Toronto&#8217;s schools. In this project, they collaborated with a local animator who represented the community&#8217;s voices.<\/p>\n\n\n\n<p>Also, it would be ideal for urban development projects to have enough <strong>freedom to make changes<\/strong> if it turns out that the proposed idea is not the best solution.<\/p>\n\n\n\n<p>\u201cThe whole structure of how we design urban planning is often not done in a way that allows us to be flexible enough to respond to their needs,\u201d says Whitney.<\/p>\n\n\n\n<p>With these ideas, the expert hopes that in the future cities will become increasingly inclusive and truly represent the needs of all the people who inhabit them.<\/p>\n\n\n\n<p>Most importantly, <strong>citizens need to raise their voices<\/strong> when they experience inequality. \u201cWhen more people are talking about these issues, they&#8217;re harder to ignore,\u201d concludes the researcher.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The place we inhabit has an influence in our physical and mental health.
