{"id":167623,"date":"2025-02-06T12:31:49","date_gmt":"2025-02-06T18:31:49","guid":{"rendered":"https:\/\/tecscience.tec.mx\/en\/?p=167623"},"modified":"2025-02-20T14:57:50","modified_gmt":"2025-02-20T20:57:50","slug":"housing-in-monterrey","status":"publish","type":"post","link":"https:\/\/tecscience.tec.mx\/en\/human-social\/housing-in-monterrey\/","title":{"rendered":"How to Tackle &#8216;Wicked&#8217; Problems: The Case of Housing in Monterrey"},"content":{"rendered":"\n<p><strong>Poverty, security, urban transportation, corruption, and affordable housing are just a few of the complex challenges or wicked problems Mexico faces<\/strong>, according to <a href=\"https:\/\/tec.mx\/en\/our-faculty\/ecsg\/steven-popper\" target=\"_blank\" rel=\"noreferrer noopener\">Steven Popper<\/a>, a distinguished professor at Tec de Monterrey and a member of the <a href=\"\/en\/tag\/faculty-of-excellence\/\" target=\"_blank\" rel=\"noreferrer noopener\">Faculty of Excellence<\/a> initiative.<\/p>\n\n\n\n<p>During his talk, <em>\u201cAddressing Mexico\u2019s \u2018Wicked\u2019 Problems: The Case of Housing Affordability in Metropolitan Monterrey,\u201d<\/em> at the <a href=\"\/en\/news\/national\/education\/space-connection-tec-gathers-its-faculty-excellence-professors\" target=\"_blank\" rel=\"noreferrer noopener\">Faculty of Excellence Summit 2025<\/a>, Popper spoke to global leaders from various fields about <strong>the nature of these issues and how they manifest in the country<\/strong>.<\/p>\n\n\n\n<p>Popper is a <strong>distinguished professor in <a href=\"\/en\/human-social\/decision-making-process-under-uncertainty\/\" target=\"_blank\" rel=\"noreferrer noopener\">Decision Sciences<\/a><\/strong> at Tec\u2019s <a href=\"\/en\/tag\/school-of-social-sciences-and-government\/\">School of Social Sciences and Government<\/a>. He also teaches Science and Technology Policy at the <a href=\"https:\/\/www.pardeerand.edu\/\">Pardee RAND Graduate School<\/a>. He previously served as an associate director at the Science and Technology Policy Institute, leading studies on critical technological issues for the White House.<\/p>\n\n\n\n<p>The expert explained that <strong>these <\/strong>problems are difficult to define because they involve multiple perspectives and conflicting interests. (Photo: Alejandro Salazar \/ TecScience)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Characteristics of Wicked Problems<\/strong><\/h2>\n\n\n\n<p><strong>Wicked problems can never be fully solved\u2014only managed<\/strong>. This can be done through effective policy design, <strong>collaborative action<\/strong> among different stakeholders, and the ability of organizations to navigate these challenges.<\/p>\n\n\n\n<p>Popper explained that <strong>addressing these issues in Mexico is particularly difficult<\/strong>. Despite the country\u2019s wealth of human talent, <strong>structural problems persist<\/strong>, such as the <strong>lack of collaboration between the public and private sectors and civil society<\/strong>. On top of that, there is a fundamental challenge in building trust among different actors.<\/p>\n\n\n\n<p>He also pointed out that major cities like Mexico City, Monterrey, and Guadalajara <span style=\"margin: 0px;padding: 0px\"><strong>lack<\/strong><\/span> comprehensive urban planning. (Photo: Alejandro Salazar \/ TecScience)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Affordable Housing Problem in Monterrey<\/strong><\/h2>\n\n\n\n<p>According to Popper, one example of a wicked problem in Mexico is <strong>the affordable housing crisis in Monterrey<\/strong>. This issue stems from uncontrolled urban sprawl that expands outward rather than upward, a lack of accessible financing for housing in well-connected areas, and significant challenges related to mobility and transportation.<\/p>\n\n\n\n<p>The professor presented a case study currently being developed by researchers from the <a href=\"\/en\/tag\/center-for-the-future-of-cities\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for the Future of Cities<\/a>, the Research Center for Decision Science at the School of Government and Public Transformation, and other members of the Faculty of Excellence.<\/p>\n\n\n\n<p>The team applied a method focusing on four key aspects: defining a <strong>clear vision<\/strong>, identifying <strong>strategic concepts<\/strong>, <strong>assumption<\/strong>-based planning, and designing <strong>robust pathways<\/strong> to achieve the desired future.<\/p>\n\n\n\n<p>As part of this methodology, they established a <strong>policy lab<\/strong> where government representatives, real estate developers, civil organizations, and experts in urban planning and public policy collaborate in decision-making.<\/p>\n\n\n\n<p>The team proposed a vision for the city, looking ahead to 2040. They identified pathways to make this vision a reality, considered potential obstacles, and outlined strategic actions to move forward collectively toward the goal.<\/p>\n\n\n\n<p>Their approach to this challenge is built around several key pillars: metropolitan efficiency, adequate financing, effective urban planning, <a href=\"\/en\/tech\/smart-cities\/\" target=\"_blank\" rel=\"noreferrer noopener\">15-minute cities<\/a>, and a cultural shift in how people perceive insufficient housing and urban development.<\/p>\n\n\n\n<p>&#8220;The change that we may bring in the greater Monterey area could affect the lives of millions of people, but ultimately, it&#8217;s not going to change the world.
