{"id":169372,"date":"2025-04-29T14:14:14","date_gmt":"2025-04-29T20:14:14","guid":{"rendered":"https:\/\/tecscience.tec.mx\/en\/?p=169372"},"modified":"2025-05-12T15:02:50","modified_gmt":"2025-05-12T21:02:50","slug":"water-infrastructure-in-mexico","status":"publish","type":"post","link":"https:\/\/tecscience.tec.mx\/en\/cities-and-prosperous-communities\/water-infrastructure-in-mexico\/","title":{"rendered":"Reversing the Future of Mexico&#8217;s Water Crisis: Science Draws the New Path"},"content":{"rendered":"\n<p>In 2022, the Monterrey metropolitan area experienced its <a href=\"https:\/\/www.gob.mx\/imta\/articulos\/monterrey-y-su-dia-cero?idiom=es\">worst water crisis<\/a> in decades. Due to a drastic reduction in water levels in the Cerro Prieto and La Boca dams, thousands of people were left without access to this resource. This showed, among other things, that Mexico&#8217;s water infrastructure is almost obsolete and needs to be modernized.<\/p>\n\n\n\n<p>&#8220;What happened in Monterrey, in a very broad sense, reflects a <strong>planning and management crisis<\/strong>,&#8221; says <strong><a href=\"https:\/\/centrodelagua.tec.mx\/en\/semblanza\/dr-ismael-aguilar-barajas\">Ismael Aguilar<\/a><\/strong>, <a href=\"\/en\/human-social\/ismael-aguilar-barajas\/\" target=\"_blank\" rel=\"noreferrer noopener\">research professor<\/a> at the <a href=\"\/en\/tag\/school-of-social-sciences-and-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">School of Social Sciences and Government<\/a> (ECSG).<\/p>\n\n\n\n<p>Aguilar and <strong><a href=\"https:\/\/centrodelagua.tec.mx\/en\/semblanza\/dr-aldo-ivan-ramirez-orozco\" target=\"_blank\" rel=\"noreferrer noopener\">Aldo Ram\u00edrez<\/a><\/strong>, research professor at <a href=\"\/en\/tag\/school-of-engineering-and-sciences\/\" target=\"_blank\" rel=\"noreferrer noopener\">School of Engineering and Sciences<\/a> (EIC) and director of the <a href=\"\/en\/tag\/water-center-for-latin-american-and-the-caribbean\/\">Water Center for Latin America and the Caribbean<\/a>, have focused on <a href=\"https:\/\/repositorio.tec.mx\/items\/df06ac4e-10f6-4d68-b18a-02f9fa21b9b5\" target=\"_blank\" rel=\"noreferrer noopener\">studying<\/a> different aspects of the water problem, one of the greatest threats to human well-being.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.unesco.org\/en\/articles\/water-crises-threaten-world-peace-report#:~:text=The%20United%20Nations%20World%20Water,international%20cooperation%20and%20transboundary%20agreements.\" target=\"_blank\" rel=\"noreferrer noopener\">Worldwide<\/a>, 2.2 billion people lack access to clean drinking water, and more than 1.4 billion are affected by droughts. (Courtesy: Tec de Monterrey)<\/figcaption><\/figure>\n\n\n\n<p>As part of efforts to address this crisis in the country, Aguilar and Ram\u00edrez participated in the <a href=\"https:\/\/www.inegi.org.mx\/contenidos\/investigacion\/grupos\/doc\/medicion_infraestructura_vfinal.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Infrastructure Measurement<\/a> report, conducted by the University Program for Development Studies from the National Autonomous University of Mexico (PUED), coordinated by the National Institute of Statistics and Geography (INEGI).<\/p>\n\n\n\n<p>They discovered that a good portion of the country&#8217;s most important dams have reached the end of their useful life \u2014a long time ago. &#8220;We found some that are 100 years old or even older,&#8221; says Ram\u00edrez.<\/p>\n\n\n\n<p>Furthermore, the study shows that to modernize Mexico&#8217;s water infrastructure, we must first understand it and have indicators to measure its quality.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>On the Verge of Obsolescence<\/strong><\/h2>\n\n\n\n<p>A country&#8217;s water infrastructure consists of a set of constructions and facilities designed to manage the water supply and deliver it to its agricultural and livestock fields, homes, and businesses.<\/p>\n\n\n\n<p>These works include dams, wells, aqueducts, pipelines, treatment and pumping plants, drainage, sewage, irrigation systems, and distribution networks.<\/p>\n\n\n\n<p>&#8220;In Mexico, there are more than 800 records of dams and reservoirs, but the National Water Commission (Conagua) monitors only the 210 most important ones,&#8221; explains Ram\u00edrez. &#8220;These contain just over 85% of the country&#8217;s total water storage.&#8221;<\/p>\n\n\n\n<p>The report revealed that <strong>some <\/strong>dams were created more than 50 years ago. Furthermore, many of these have not received maintenance in years. &#8220;We didn&#8217;t find maintenance records of the vast majority, so we don&#8217;t know if they&#8217;ve had it or not,&#8221; explains Aguilar. &#8220;When infrastructure projects are designed, they should always include funding for it, but that doesn&#8217;t happen in practice.&#8221;<\/p>\n\n\n\n<p>This is problematic because the materials used to build them degrade over time and due to exposure to the elements.<\/p>\n\n\n\n<p><strong>Although their age and lack of maintenance haven&#8217;t caused them to stop working, so far, they have caused leaks, changes in water quality, and water supply shortages.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><picture>\r\n                <source srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-1024x1024.webp\" type=\"image\/webp\">\r\n                <img decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-1024x1024.jpg\" alt=\"\" class=\"wp-image-169393\" srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-1024x1024.jpg 1024w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-300x300.jpg 300w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-150x150.jpg 150w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng-768x768.jpg 768w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/eng.jpg 1080w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/>\r\n            <\/picture><\/figure>\n\n\n\n<p>\u201cAlthough the data shows that the access to drinking water in Mexico is 96%, that only means people have access to a physical pipe, not that when they open the water tap, water comes out,\u201d says Aguilar. \u201cIn reality, daily access drops to 66%.\u201d<\/p>\n\n\n\n<p>Therefore, Aguilar and Ram\u00edrez agree that it is essential to develop an infrastructure quality indicator that provides a reliable source of information to understand which areas need improvements or repairs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A New Indicator of Water Infrastructure Quality<\/h2>\n\n\n\n<p>Currently, both researchers are working on a joint project with the Gonzalo R\u00edo Arronte Foundation to conduct a more in-depth study of the country&#8217;s water infrastructure quality, starting with its three largest cities: Mexico City, Guadalajara, and Monterrey.<\/p>\n\n\n\n<p>&#8220;We propose to create a <strong>user manual<\/strong> with an integrated database, so that anyone in Mexico who wants to search for data about its quality can do so easily,&#8221; says Aguilar.<\/p>\n\n\n\n<p>Ultimately, <span style=\"margin: 0px;padding: 0px\">they aim to&nbsp;<strong>develop a water infrastructure quality metric that INEGI can publish as an index<\/strong>&nbsp;that<\/span> private companies, research institutions, or the government can use.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><picture>\r\n                <source srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264-1024x683.webp\" type=\"image\/webp\">\r\n                <img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264-1024x683.jpg\" alt=\"\" class=\"wp-image-169395\" srcset=\"https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264-1024x683.jpg 1024w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264-300x200.jpg 300w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264-768x512.jpg 768w, https:\/\/tecscience.tec.mx\/en\/wp-content\/uploads\/sites\/9\/2025\/04\/004A2264.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/>\r\n            <\/picture><figcaption class=\"wp-element-caption\">Ismael Aguilar, a research professor at the School of Social Sciences and Government and a 50th Anniversary Insignia Award recipient, has devoted much of his research to water resources. (Photo: Alejandro Salazar)<\/figcaption><\/figure>\n\n\n\n<p>Thus, armed with relevant information, decision-makers and governments could take evidence-based actions to modernize and improve the country&#8217;s water infrastructure.<\/p>\n\n\n\n<p>To modernize it, measures such as replacing old structures with new ones <span style=\"margin: 0px;padding: 0px\">built with innovative and more resilient materials can be taken. Also,&nbsp;<a href=\"https:\/\/www.mdpi.com\/2073-4441\/16\/5\/727?utm_campaign=releaseissue_waterutm_medium=emailutm_source=releaseissueutm_term=doilink97\" target=\"_blank\">technologies<\/a>&nbsp;such as the Internet of Things (IoT) or&nbsp;<a href=\"\" target=\"_blank\">artificial intelligence<\/a>&nbsp;(AI) can be integrated into water distribution networks&nbsp;<\/span>to monitor them and make timely interventions when needed.<\/p>\n\n\n\n<p>However, while modernizing Mexico&#8217;s water infrastructure sounds like a good idea, it will be essential to do so <span style=\"margin: 0px;padding: 0px\">while considering the climate crisis. With it, the&nbsp;<strong>rise in droughts and intense storms<\/strong>&nbsp;increases the risk of structures, cities,<\/span> and communities collapsing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A Climate-Resilient Infrastructure<\/strong><\/h2>\n\n\n\n<p><span style=\"margin: 0px;padding: 0px\">Taking&nbsp;into account the knowledge generated through&nbsp;<strong><a href=\"https:\/\/www.nature.com\/articles\/s41598-025-94851-z\">scientific research,<\/a> <\/strong>it&nbsp;is possible to create an infrastructure that is resilient and prepared to face uncertain futures<\/span>.<\/p>\n\n\n\n<p>In 2016, a group of scientists, including Aguilar and Ramirez, published <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1474706515001011\" target=\"_blank\" rel=\"noreferrer noopener\">an article<\/a> predicting the 2022 Monterrey water crisis and proposed prevention actions. However, the information presented was not taken into account at the time.<\/p>\n\n\n\n<p>\u201cIf you have a glass of water that is three-quarters full and you keep drinking out of it without filling it again, the glass will eventually run out of water,\u201d says Aguilar.<\/p>\n\n\n\n<p>This shows that evidence-based predictions and analyses can help better address the problem. For the experts, <strong>greater efforts must be made to ensure that governments and decision-makers consider this type of information<\/strong>.<\/p>\n\n\n\n<p>\u201cThe end of the 2022 crisis came thanks to the Alberto Storm. If that hadn&#8217;t happened, the city would have been on its knees with a much more complicated situation,\u201d says Aguilar. \u201cWe bet on nature rescuing us all the time, but nature won&#8217;t always do that.\u201d<\/p>\n\n\n\n<p>In the future, the researchers plan to continue creating valuable information through interdisciplinary research to contribute to a more integrated view of the water problem.<\/p>\n\n\n\n<p>\u201cWe need to make decisions today, knowing they are good decisions in the context of the future,\u201d says Ram\u00edrez.<\/p>\n\n\n\n<p><strong><em>Were you interested in this story?
