{"id":171862,"date":"2025-12-09T17:38:17","date_gmt":"2025-12-09T23:38:17","guid":{"rendered":"https:\/\/tecscience.tec.mx\/en\/?p=171862"},"modified":"2025-12-17T19:37:06","modified_gmt":"2025-12-18T01:37:06","slug":"rethinking-global-health","status":"publish","type":"post","link":"https:\/\/tecscience.tec.mx\/en\/health\/rethinking-global-health\/","title":{"rendered":"Crisis and Opportunity: Ideas From Latin America to Reimagine Global Health"},"content":{"rendered":"\n<p>Global health is in crisis, evidenced by funding cuts, changes in public policy, and a weakened international cooperation. And even though it represents a big challenge it is also an opportunity to rethink how our health systems are designed.<\/p>\n\n\n\n<p>Some events that demonstrate this crisis are the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/withdrawing-the-united-states-from-the-worldhealth-organization\/\" target=\"_blank\" rel=\"noreferrer noopener\">United States&#8217; withdrawal from the World Health Organization<\/a> (WHO), the <a href=\"https:\/\/hsph.harvard.edu\/news\/usaid-shutdown-has-led-to-hundreds-of-thousands-of-deaths\/\" target=\"_blank\" rel=\"noreferrer noopener\">end of the United States Agency for International Development<\/a> (USAID), and the announcement of less funding for collaboration between countries.<\/p>\n\n\n\n<p>With this in mind, the <a href=\"https:\/\/wellcome.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wellcome Trust<\/a> \u2014a philanthropic organization for scientific research focused on health\u2014 launched the <em><a href=\"https:\/\/wellcome.org\/insights\/reports\/bold-ideas-reformed-global-health-system\" target=\"_blank\" rel=\"noreferrer noopener\">Rethinking the Future of Global Health<\/a><\/em> initiative in 2025.<\/p>\n\n\n\n<p>It consisted of the selection of <strong>five innovative thought leaders<\/strong>, one per region, to rethink the organization of global health and make it more  equitable, sustainable and adapted to the current world.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/egobiernoytp.tec.mx\/es\/sobre-egob\/facultad-investigadores\/perfil-asociados\/paola-abril-campos-rivera\" target=\"_blank\" rel=\"noreferrer noopener\">Paola Abril Campos<\/a><\/strong>, research professor at the <a href=\"\/en\/tag\/school-of-government-and-public-transformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">School of Government and Public Transformation<\/a> of Tec de Monterrey, was selected for the Latin America and Caribbean region.<\/p>\n\n\n\n<p>&#8220;They asked for a provocative and innovative proposal to improve it [global health],&#8221; Campos says. &#8220;I speak about a political, operational, and technical crisis, as well as a funding crisis.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Equity and Justice as the Main Columns of Global Health<\/h2>\n\n\n\n<p>The first part of Campos&#8217; work consisted of the document <em><a href=\"https:\/\/cms.wellcome.org\/sites\/default\/files\/2025-09\/a-new-architecture-for-global-health-justice-english.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Rebalancing the Scales: A New Architecture for Global Health Justice<\/a><\/em>, in which she describes the need for a profound transformation of the health system.<\/p>\n\n\n\n<p>According to her, the system has four main flaws:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><span style=\"margin: 0px;padding: 0px\">An\u00a0<strong>ethical\u00a0<\/strong>one: The social, commercial, and climatic determinants of health are not adequately addressed.<\/span><\/li>\n\n\n\n<li>A <strong>political <\/strong>one: Where very few have the power in global health.<\/li>\n\n\n\n<li>A <strong>technical <\/strong>one: It causes inefficiencies and fragmentation in financing.<\/li>\n\n\n\n<li>An <strong>operational <\/strong>one: There is a lack of common metrics, coordination, and accountability among institutions.<\/li>\n<\/ul>\n\n\n\n<p>These problems show that it is not enough to adjust the existing system, but a redefining of its purpose to build a model based on health justice.<\/p>\n\n\n\n<p>For Latin America and the Caribbean, Campos proposes <strong>four initiatives<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Redesigning the Pan American Health Organization (PAHO) to make it more strategic.<\/li>\n\n\n\n<li>Creating a Regional Center for Public Health (CRESALC) for surveillance, training, and coordinated response.<\/li>\n\n\n\n<li>Developing a Health Justice Knowledge Atlas based on data and AI.<\/li>\n\n\n\n<li>Establishing a Regional Health Justice Fund with equitable financing and participatory governance.<\/li>\n<\/ul>\n\n\n\n<p>&#8220;We need to change the paradigm to think in terms of investing versus spending in health,\u201d says Campos.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A United and Horizontal Region<\/h2>\n\n\n\n<p>The second part of the Welcome Trust initiative, for which Campos competed alongside a new consortium of institutions from the region, consisted of conducting interviews with more than 75 key stakeholders in the region.<\/p>\n\n\n\n<p>&#8220;First, we wanted to understand their diagnosis, what works and what doesn\u2019t, and second, learn what proposals they had to improve it,&#8221; he says.<\/p>\n\n\n\n<p>The consortium managed to speak with at least one key player from the 33 countries in the region, and one of its biggest findings was that there is a sense that the Latin America and Caribbean region needs to be given greater prominence in health decisions.<\/p>\n\n\n\n<p>According to the expert, the region already has the knowledge and capabilities to become a leader in health.<\/p>\n\n\n\n<p>This can be achieved through regional forums for discussing issues of common interest and sharing strategies. &#8220;One very concrete idea is a platform for exchanging experiences,&#8221; says Campos.<\/p>\n\n\n\n<p>Furthermore, the expert suggests that global health should take on a regulatory role in industries. &#8220;For example, the food industry, so that it generates health and not disease.&#8221;<\/p>\n\n\n\n<p>They also addressed issues such as equity and the fact that the health crisis is not isolated, but is part of a broader crisis of international relations and geopolitics.<\/p>\n\n\n\n<p>&#8220;We need to link the health agenda with others, such as the climate crisis, trade and economic determinants, <a href=\"\/en\/cities-and-prosperous-communities\/the-food-system-is-broken-these-experts-are-working-to-fix-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">food<\/a>, mental health and technologies,&#8221; the researcher points out.<\/p>\n\n\n\n<p>The results of the interviews and dialogue that took place between the various health actors in the region will be presented at a global forum to be held in 2026.<\/p>\n\n\n\n<p>&#8220;After this meeting, there was a feeling that we do want to try to unite more as a region, even though we have different languages \u200b\u200band cultures,&#8221;
